That is, the coexistence of two opposing tendencies within the same sphere. It is the most persistent and profound syndrome that the decade-long crisis has left us with. It is a phenomenon that cuts across several spheres and is borne out by multiple evidence. In the production system, we observe the growing divide between companies that, on the one hand, have been able to resist and increase their competitiveness in recent years, and those that, on the other, have seen their difficulties increase or have exited the market. In society, it is equally evident how the gap has become sharper between those who have preserved or improved their social position, and those who have instead lost positions and purchasing power, becoming poorer. This erosion has particularly affected the middle class.

The phenomenon of bipolarity has not stopped at these levels and has now also largely contaminated the collective imagination. The distance between the population's knowledge of a phenomenon and its empirical objectivity is well known (think, for example, of the subject of migrants): representation overpowers reality, to a large extent determining it. In this respect, the new communication tools (of politics, in particular) are dictating priorities. Suffice it to think how much public discussion in recent months has focused on the issue of immigration, refugees and security, rather than on pensions or citizenship income. All this fosters a perverse circuit that today sees the pivot on communication via social media taken up and amplified by newspapers, television, the internet and talk shows: in a process that is self-perpetuating, thus constructing a sort of parallel reality with respect to the real problems of everyday life. Generating a bipolarity between imagination and reality.

The Press, 8 October 2018

But are the priorities indicated by (political and media) communication the same as those of the population? A confirmation of the existence of bipolarity is found when Italians are asked what the most important problem is where they live. The list proposed ranges from immigrants to the road system, from the cost of living to pollution and other issues. The issue that for all of them is the most important in their reality is work (38.1%), followed at a distance by other problems placed almost on the same level: pollution (15.0%), the road system (10.9%), the cost of living (10.9%) and the quality of social and health services (10.1%). Immigration (5.9%) and crime (4.8%) are placed at the bottom of the ranking, far behind. Obviously, problems differ in intensity according to the territory they belong to, rather than social status. Thus, concerns about pollution (20.4%) and the cost of living (13.4%) considered excessive are felt more in the North. Road conditions (18.5%) are a more pronounced issue in Central Italy. The quality of social and health services is an issue more experienced by the elderly (14.4%) and, in particular, by residents in Southern Italy (14.0%). Immigration and crime are perceived as the priority problem by a very small proportion of Italians and homogeneously across the Peninsula. But towards the former (immigrants) attention is somewhat higher in the North East (8.6%) and towards the latter (crime) in the South (6.3%). This does not mean that the level of social alert is not high, on the contrary. But they are not considered the 'problem of problems', despite the fact that they are the almost daily subject of political communication. Because, of all of them, it is the issue of work that is the central theme. It is more so for women (41.0%), young people (41.5%), especially in the South (57.8%) where it polarises by far the attention of respondents, as well as for the unemployed (71.4%). Unfortunately, we are witnessing a process of bipolarisation in this too. This is borne out by recent ISTAT data on the labour force, where the growth in employment is in favour of the older generation and less and less in favour of the younger generation. From the increase in fixed-term relationships over more stable ones. A forthcoming study (CMR for ALI - Magister Group) highlights how for almost three young people (up to the age of 30) out of four (71.4%) entry into the labour market takes place with fixed-term and flexible contractual forms, particularly among young people with higher educational qualifications and those who find employment in the services and tertiary sector. This share progressively decreases in the later age groups, but it tells of employment paths that prolong a situation of uncertainty about people's future. Moreover, it reveals an important territorial division: in the North, on average, two-thirds of workers (62.4%) have a permanent contract, while this is the case for 50.8% of those living in the South, where uncertainty about the future of work and unemployment generate a worrying mix.

Despite the centrality attributed to work by the population, however, this issue very rarely appears in the narrative and communication (political, in particular, and from all sides). Superseded by other issues that are certainly socially relevant, that warm the hearts and more often stir the souls, but not as central. Work and the creation of employment opportunities is the real gateway to citizenship, and not only because it is inscribed in the first article of our Charter. Making work concretely less bipolar between generations should be at the top of the political agenda, including communication: fewer posts (on social media), more (jobs).

Daniele Marini

Methodological note

Community Media Research, in collaboration with Intesa Sanpaolo for La Stampa, is carrying out the LaST (Laboratory on Society and Territory) Survey, which was conducted nationwide from 12 to 25 September 2018 on a representative sample of the population resident in Italy, aged over 18. The methodological aspects and the survey were taken care of by the Questlab company. The total number of respondents was 1,427 (out of 15,033 contacts). The data analysis was reproportioned on the basis of gender, territory, age group, occupational status and educational qualification. The margin of error is +/-2.6%. The survey was carried out with a visual survey through the main social networks and with a random sample that could be reached with the CAWI and CATI systems.
