We may or may not like it, but immigrants are an inescapable reality, with which we must come to terms not only when our peninsula's landing points see a flood of arrivals or massacres of people a few miles from the coast, as in the case of Lampedusa. Also because such landings continue periodically, even outside the media spotlight. It is now time to address the issue in a (possibly) rational and no longer emergency way. Migration took on the connotation of a real phenomenon in the 1980s with the increasing influx of populations from the various southern hemisphere. In 1991 the rate of migrant population in Italy was 0.9%, in the space of just over twenty years it has reached the threshold of 8% (2012 estimate). As always, this is an average figure that hides very diverse situations.<\/p>\n

In some municipalities, especially in the most productive areas of the North, these thresholds have long exceeded 20%. Projections for the coming years foresee a presence close to 11% (in 2020, according to ISTAT). The economic crisis has certainly caused quotas of migrants to flow out and slowed down the overall arrival of flows, but these have not stopped. In spite of those who simplistically would like to block the landings (because there is no work for us either, because there is a crisis,...), migrants come to Italy because they are driven by extreme conditions in their countries of origin: famine, poverty, persecution. Willing, therefore, at any price to escape from inhuman situations. Any place is better than the one they come from.<\/p>\n

But there is not only a reason to push them out of their contexts. We, too, have responsibilities that are, first and foremost, related to our reproductive behaviour: for several decades, this has been largely insufficient to achieve a population replacement effect. Demographers have been repeating this (unheeded) for years and it is by now a well-known problem, but the crudeness of a few figures gives the measure: according to ISTAT, the natural balance (the difference between live births and deaths) has been consistently negative since the early 1990s - with the sole exception of 2006. In 2012 there were 534,186 births, 612,883 deaths. The number of children per woman of childbearing age is estimated to be 1.46 in 2013 (it was 2.40 in 1960), which has been declining slightly since the start of the economic crisis. This is a positive figure, especially due to migrant couples, who on average have more children than natives, even though economic difficulties heavily influence and decrease births among immigrants.<\/p>\n

Having generated a demographic chasm, it is unthinkable that the population structure can sustain itself. Not least because fewer children has been matched over the years by an improvement in life expectancy, so that the Italian population is gradually ageing. Reversing the trends of such phenomena requires many years and policies aimed at supporting families and the birth rate, on the one hand; and, on the other, at managing migratory flows and fostering inte(g)ration.<\/p>","protected":false},"excerpt":{"rendered":"
